The Florida Bar turned the complaint aside, on the ground that it would not deal with it because the lawyer in question was in federal office--thus creating an ethics-free zone for people like Blondie. The proponents of the charge then went to the Florida Supreme Court seeking a writ of mandamus to force the Bar to act. The court, too, turned the appeal aside. All of which speaks volumes about the state of the law in The Sunshine State.
